IED Consulting is leading the efforts to achieve the following objectives:

  • Improved Energy System Planning: Enhance the GoG’s capacity for comprehensive energy sector planning, addressing policy, infrastructure, market development, and resilience.
  • Increased Investment to Promote Energy Sector Resilience: Support Georgia in attracting private sector investment by aligning with EU market rules, facilitating energy sector growth, and reducing investment risks.
  • Improved Governance and Operations of the Georgian Energy Market: Strengthen Georgian institutions for effective energy market governance, improve regional market integration, and enhance market liquidity and trade.
  • Reduced Cybersecurity Vulnerabilities: Improve the resilience of Georgia’s energy sector against cyber threats by bolstering the capacity of energy utilities and stakeholders to defend against and respond to cyberattacks.

Services Provided:

Objective 1 (OC1): Improved Energy System Planning

  • IED Consulting has facilitated institutional training and developed initial planning models that incorporate new energy efficiency programs mandated by the State, as well as customer and grid-level battery storage solutions. We have integrated future operating schemes for gas-fired generation as a backup for renewable energy resources rather than as the primary energy source.
  • We have assessed suitable planning models for Georgia, considering the government’s challenges in retaining well-trained experts, and identified sustainable locations for these models.
  • Our team has provided hands-on capacity building and ad-hoc support in power generation and load forecasting, enhancing GSE’s forecasting methods and increasing accuracy.
  • We have supported the drafting of Georgia’s National Energy Policy, aligning it with best practices and future needs.

Objective 2 (OC2): Increased Investment to Promote Energy Sector Resilience

  • We have identified key demand side management (DSM) and energy management systems (EMS) pilot projects, and engaged Embassies, private sector entities, international financial institutions (IFIs), and donors to generate interest and secure funding for residential customer pilot programs.
  • We have developed funding mechanisms for pilot projects and drafted implementation agreements to facilitate their execution.
  • Our efforts include advocating for renewable energy incentives and removing investment constraints.
  • We have assisted in organizing investor conferences led by the Ministry of Economy and Sustainable Development (MOESD) to further attract investment.

Objective 3 (OC3): Improved Governance and Operations of the Well-Functioning Georgian Energy Market

  • IED Consulting has provided hands-on training and support for run-of-river hydropower plant (HPP) forecasting and planning for dynamic market (DAM) trading purposes.
  • We have built capacity in capacity allocation and congestion management for the gas transmission network and developed an entry-exit tariff methodology for the North-South Gas Pipeline.
  • Our team has supported regulatory refinement based on selected market models, including integrating new entrants under the Uniform System of Accounts (USoA) and refining financial reporting and tariff methodologies.
  • We have conducted corporate governance assessments, provided recommendations and action plans for improvements, and offered training on trading strategies and forecasting for GSE’s balancing market team.
  • We have enhanced capacity building on the Transmission System Operator (TSO) compensation mechanism and conducted regulatory impact assessments (RIAs) on legislative changes for underground gas storage.
  • Our workshops and training sessions have covered topics such as capacity allocation, congestion management, OTC trading, organized market trading, and gas balancing rules for gas market participants.
