Drafting of Primary and Secondary Legislation

The development of new legislation for the utility sectors continues remains an important aspect of government activities. New legislation replaces old legislation or resolutions/decrees/orders and new international treaties often require new legislation to implement to the treaties. The legal team at IED support their clients through capacity strengthening of the key issues in the legislation, the development of draft outlines of the new legislation and a coordinate approach to developing the draft legislation in preparation for reviews and adoption.

Regulatory Financial Accounting and Reporting

Regulatory accounting and reporting are becoming a norm in the electricity and downstream natural gas sectors. Regulatory accounting provides the basis for cost-of-service, tariff setting, license monitoring, and sanctioning for licensees. Our team has supported regulatory bodies in establishing regulatory chart of accounts, accounting policies, accounting procedures, conversion tables, and reporting forms, As a follow-up, our team has provided implementation support to the regulated utilities as they convert from their past accounting process to regulatory accounting.
