IED consulting developed an evaluation work plan, recruiting key staff, conducting remote data collection and interviews, regularly communicating with the Mission, and delivering both draft and final evaluation reports to USAID/Ukraine.

Services Provided:

  • Development of an Activity Authorization Request (AAR): The team created and finalized a document outlining the assessment’s background, technical approach, timeline, and budget, with revisions based on USAID/Ukraine’s feedback.
  • Resource and Staff Key Positions: The team recruited and proposed highly qualified candidates for key evaluation team positions, subject to USAID/Ukraine’s review and approval.
  • Develop Evaluation Work Plan (EWP): The IED team collaborated with the Team Leader to create a detailed work plan covering fieldwork logistics, evaluation methodology, milestones, and interview lists, in coordination with USAID/Ukraine.
  • Weekly Check-Ins with the Mission: The IED team conducted regular weekly meetings with the Mission to ensure effective communication and address any concerns during fieldwork.
  • Remote Information Collection: The team conducted 60 days of remote data collection, including structured Key Informant Interviews (KIIs), with periodic briefings to USAID/Ukraine.
  • Draft Evaluation Report: the team prepared and submited a draft evaluation report after the out-brief, including an executive summary in Ukrainian and additional annexes.
  • Final Evaluation Report: IED team delivered the final evaluation report, incorporating USAID/Ukraine’s feedback, ensuring quality and submission to the Development Experience Clearinghouse (DEC).
